Digital school in Wiesbaden - Digital Pact

The digitalization of schools and lessons is being rapidly advanced by the state capital of Wiesbaden.

As part of the "Digital Pact for Schools" between the federal and state governments, the federal government is granting the states financial aid of five billion euros for the expansion of the digital education infrastructure. The federal funds available to Hesse, amounting to 372 million euros, will be topped up with a 25% contribution from the state and school authorities. This means that over the next five years, Hessian schools will have around half a billion euros at their disposal just for improving the digital infrastructure.

Eligible measures

  • Establishing and improving digital networking in school buildings and on school grounds.
    Installation of WLAN.
  • Establishment and further development of digital teaching and learning infrastructures that meaningfully complement the state's offerings.
  • Display and interaction devices - for example interactive boards, projectors, displays and associated control devices.
  • Digital work equipment, for example for technical and scientific education or subject-related education at vocational schools.
  • Establishment of structures for the professional administration and maintenance of digital infrastructures in the area of responsibility of school authorities.
  • School-bound laptops, notebooks and tablets if:
    • 1. the school has the eligible digital networking described above at the end of the funding period.
    • 2. specific technical or pedagogical requirements require such devices and this is described in the school's technical and pedagogical deployment concept.
    • 3. in the case of applications for general education schools, the total costs for mobile end devices exceed 20 percent of the total investment volume at the end of the term of the investment support program.

Implementation in Wiesbaden

The share for the state capital of Wiesbaden amounts to €20,598,269. The implementation of the planned Digital Pact for Schools and the state program Digital School Hesse for the period 2020 to 2024 was approved by the City Council in resolution number 0010 of 13 February 2020. The various measures at the schools were allocated to the years 2020 to 2024 depending on their urgency. When determining the priorities, the status quo at the schools was taken into account, both in terms of infrastructure and equipment concepts. Of course, it was also taken into account which measures build on each other.

Wiesbaden focal points

The Digital Pact is first and foremost an infrastructure program. Structured data cabling needs to be added at many Wiesbaden schools, and completely new cabling needs to be installed at a few. The implementation of the digital pact will ensure that all Wiesbaden schools have state-of-the-art structured data cabling and high-performance Wi-Fi.

Another focus is on equipping classrooms with presentation media. Based on previous experience with the equipment from the media development plan, the IT project group has specified a limited set of equipment standards. Depending on the wishes of the schools, interactive displays, projector solutions or large-format panels will be used. What they all have in common is that screen content from a wide range of digital devices can be mirrored (streamed) onto these presentation media using wireless technologies. All rooms described by the schools as relevant for teaching are equipped with a presentation medium.

Status of the work

The school authorities are currently finalizing the DigitalPakt. The final measures are currently still being implemented. The funding conditions stipulate that all proof of use must be finally submitted to the funding banks by August 2025. The school authorities are currently in the process of preparing this.

It will continue - the federal and state governments have agreed to continue the DigitalPakt at the end of 2024. However, it is not yet known how high the funding quotas will be and which specific areas will be supported by the DigitalPakt 2.0.
