Magistrate
The municipal council is the head of the administration. It makes decisions on current administrative matters, prepares resolutions of the municipal council and implements them.
The municipal offices and municipal enterprises support him in the fulfillment of his tasks. This also includes the administration of public facilities and commercial enterprises, the preparation of the budget and investment plan as well as the supervision of cash management and accounting.
With the exception of the Lord Mayor, who is directly elected by the citizens, the members of the Magistrat are elected by the City Council. The mayor is the chairman of the municipal council. In addition to him, the magistrate currently consists of the mayor and four other full-time city councillors (department heads) as well as 15 honorary aldermen (city councillors). The full-time city councillors are elected for a term of office of six years; honorary aldermen are elected for the current term of office of the city council.
As a collegiate body, the municipal council passes resolutions by majority vote. Its meetings are not open to the public. The members attend the meetings of the municipal council, but do not have the right to vote.
