The following travel documents can be issued by the Foreigners' Registration Office:

• Travel documents for refugees: issued after recognition as a person entitled to asylum or refugee.
• Travel documents for stateless persons: Issued after a positive statelessness check has been completed.
• Travel document for foreigners: Issued after a positive examination that a passport or passport substitute recognized by the Federal Republic of Germany cannot reasonably be obtained from the authorities of the country of origin.
  

If the examination has not been completed positively, the issue of a passport substitute may still be considered. This will enable you to fulfill your passport obligation in Germany.

Appointment

It is necessary to make an appointment.

The Foreigners' Registration Office usually sends appointment invitations to all foreign nationals whose travel document/replacement passport is due to expire.
