The Organization and Strategic Management division is primarily concerned with overarching administrative tasks, strategic management and digitalization. It ensures that the specialist departments can concentrate on their demanding core tasks. The business division also provides them with long-term support in their further development. In addition to traditional personnel administration, personnel development, such as training, is an important task.
Across all departments, the division is responsible for the digital archive of construction files as well as other digital services provided by the building inspectorate. It also deals with general property issues (such as building encumbrances) and checks and prepares tax assessments in accordance with Section 7 i (and following) of the German Income Tax Act (EStG).

The department's employees provide comprehensive support for all types of construction projects. They carry out construction consultations and oversee building permit procedures for standard and special buildings. The teams are also responsible for construction supervision, structural inspections, statics and temporary structures.

Consultations on construction projects and the processing of building applications in the area of standard construction are carried out according to regional responsibility. For this purpose, the city area was divided geographically into three areas and a dedicated team was formed for each area for the construction projects in the respective area.

The geographical division is into the North, East and West areas.

Wiesbaden North
Mitte, Nordost, Rheingauviertel/Hollerborn, Sonnenberg, Südost and Westend.

Wiesbaden East
Auringen, Bierstadt, Breckenheim, Delkenheim, Erbenheim, Heßloch, Igstadt, Kastel, Kloppenheim, Kostheim, Medenbach, Naurod, Nordenstadt and Rambach.

Wiesbaden West
Amöneburg, Biebrich, Dotzheim, Frauenstein, Klarenthal and Schierstein.

In addition to administrative orders, including those based on the provisions of the Hessian Building Code (HBO) and the Hessian Monument Protection Act (HDSG), this division is also responsible for periodic safety inspections of special buildings. It also deals with objection and fine proceedings and fundamental legal issues.

As the lower monument protection authority, the Monument Protection and Preservation Department is responsible for monitoring and implementing the Monument Protection Act. Its tasks include, in particular, advising on the preservation of historical monuments and examining them in the context of approval procedures, awarding grants and managing the Erich Haub-Zais Foundation.
