Expert committee

The office of the expert committee is attached to the civil engineering and surveying office. According to the provisions of the Building Code, the expert committee is an autonomous and independent institution of the state. Its members are honorary experts from various professional groups. The clients of the expert committee are public and private institutions, associations and private individuals.

Tasks of the expert committee:

  • Preparation of expert opinions on the market value of developed and undeveloped properties and equivalent rights;
  • Determination of standard land values (every two years)

Tasks of the office of the expert committee:

  • Preparation and issuing of market value appraisals;
  • Local comparisons and local surveys;
  • Collection and evaluation of real estate purchase contracts in accordance with the provisions of the German Building Code (purchase price collection);
  • Market analyses;
    Derivation of current real estate interest rates and other parameters for real estate transactions;
  • Preparation and sale of real estate market reports;
  • Information on standard land values;
  • Publication and sale of the guideline value map.


The demarcation of the guideline value zones and the standard land values are available to connected users on the geoportal of the state capital of Wiesbaden.
