The Biebrich Station Quarter experimental space - the inclusive 15-minute district is a new urban quarter for living and working for everyone. The urban planning office intends to create a legal basis for this by 2030 in the form of a new development plan. As a first step, the urban planning office has drawn up an integrated development and action concept.

What is an integrated development and action plan?
The integrated development and action plan, or IEHK for short, is an informal planning instrument. It is not legally binding. Instead, it serves as a guide for further content-related processing. It defines general objectives and measures for the future development of the urban quarter. Recommendations for the implementation of these are also defined. It is integrated because it links a large number of topics on an equal footing. These include needs and wishes in the areas of living, working, recreation, culture and social affairs.
The IEHK for the Biebrich station quarter
In order to define the general objectives and measures for the development of the Biebrich station quarter, the urban planning office has developed an IEHK. The Vienna-based Raumposition office supported the urban planning office in the development process. There was a close exchange with the specialist departments of the state capital.
The urban planning office held many discussions with various groups of people in order to develop the IEHK. The exchange with property owners was particularly important. At various events, interested citizens, local stakeholders, the local advisory council and the political groups and specialist departments of the state capital were given the opportunity to contribute their wishes and ideas for the Biebrich station quarter.

The result is a concept that defines sustainable spatial development in the area surrounding the Wiesbaden-Biebrich regional train station. An aging urban space with many weaknesses is being transformed into a district for living and working for everyone. There are many green spaces, social and cultural offerings as well as easily accessible and easy-to-use buses and trains. Here, everyone can move around the city on an equal footing. Everyone takes part in life in the city.
The urban planning office completed the final report on the IEHK at the beginning of 2025:
