It is responsible for the staffing plan as the central basis for the city's human resources management and organizational structure. In addition to evaluating positions and advising on job descriptions, the departments are assisted and supported in optimizing their organizational structure.

This also includes the planning and design of administrative locations with the definition of the current and future (New Work) design of office workplaces.
