Where is the experimental room located in Wiesbaden?
The Bahnhofs.Quartier Biebrich experimental area is located in the Biebrich district. It covers around 30 hectares and is located in the vicinity of the Wiesbaden-Biebrich regional train station. This makes it a place of arrival between the districts of Gibb, Biebrich-Mitte and the historic palace park. It is also important for the adjacent commercial area along Hagenauer Strasse for the state capital of Wiesbaden.
The experimental space is bordered by various streets. These include Äppelallee, Didierstraße and Diltheystraße to the south. To the east, the border is formed by Straße der Republik and Biebricher Allee. To the north, it is formed by Gibber Straße, Erich-Ollenhauer-Straße and the A66 federal highway. To the west, Hagenauer Strasse and the current location of the Federal Criminal Police Office delimit the experimental area.
Why should development take place here?
The historically evolved urban space is characterized by numerous weaknesses. There are many buildings that are empty or in need of expensive refurbishment. There are many sealed surfaces. As a result, rainwater cannot seep into the ground and the urban climate is hot. The public urban spaces are unattractive. Traffic is dominated by cars. It is difficult to find your way around on foot or by bike. Roads and railroad tracks are major barriers for people and animals.
At the same time, the urban space has many opportunities for positive development. The castle park and the Mosbach valley are attractive places to relax and are easily accessible. The regional train station connects the district with Wiesbaden city center. Frankfurt and the Rheingau are also within easy reach. Previously underutilized areas offer space for urgently needed uses such as housing and culture.
The weaknesses cannot be remedied with the existing planning law. The existing opportunities cannot be exploited sustainably either. For this reason, the urban planning office is creating new planning law in the form of a development plan. The rules of sustainable urban development will be applied. This enables the city to develop in a way that is fit for the future.

How far along is the state capital of Wiesbaden with the planning and implementation?
In the summer of 2023, the city planning office commissioned the Vienna planning office Raumposition to draw up an integrated development and action concept, or IEHK for short. By spring 2025, the planning team had further developed the previous results of the urban planning office. The planning team developed a sustainable image of the future and a first draft for the Biebrich station district. The planning team observed the rules of sustainable urban development.
Many people took part in the planning of Bahnhofs.Quartier Biebrich. Citizens, local stakeholders, municipal departments and politicians were given several opportunities to actively contribute their own ideas. Discussions were also held with the property owners.
The results are documented in a final report on the IEHK. The city planning office is seeking a resolution from the city council in 2025 for the final report and the subsequent action steps.
